This Forum... Man it Needs Some Help
This forum is depressing. It needs to be burned down and rebuilt from scratch.
The place just isn't set up properly. I mean, a total of three sub-forums isn't enough for anything, even if there are only 20 registered users, don't you expect a rush of new users every time there's an update?
Plus it just doesn't look as official.
So, if I may give my 2 cents on how I think this could be redesigned.

This is where topics that don't fit into any other category go. This is in no way a spam section.
The 15 Golden Rules
- Code:
1.) No double posts. Unless you are updating a topic you made, do not post again in a topic after yourself before getting a response from someone, just edit your post if you need to clarify something.
2.) If you hate someone, don't tell us, tell them. PM them smack talk if you're so inclined, and don't clog our topics up with it.
3.) No stealing ideas from others.
4.) NO POSTING SPAM!! (That includes links to sites with obnoxious flashing images, quoting another post without adding any real contribution to the conversation, or posting a topic with no significance to anything whatsoever, etc.)
5.) Nothing that breaks Forumotion policies. That is to say, no porn, no illegal or illicit activity, no piracy, no radical criminal activity. That can get this site shut down!
6.) NO POSTS IN ALL CAPS PLEASE!
7.) No impersonating other members.
8.) Refrain from bumping topics older than one month; If it's a topic that you think can make a worthwhile contribution to you may post, however take into consideration that it is up to a moderators discretion whether or not you will be warned for it
9.). Alternate accounts will be banned without question. Multiple alternate accounts will result in ban increases.
10.) DO NOT POST IN A BOT TOPIC. (Meaning suspicious looking topics made by forum bots that probably contain graphic material or malicious hyperlinks)
11.) Don't post giant pictures or put them in your sig or avatar. If they stretch the screen they’re too big. There are spoilers for a reason people.
12.) Don't post flashing animated pictures that can cause seizures
13.) No SWF files with sound, and no autoplaying sound files. GIFs and soundless SWFs are fine, but if I hear a noise that I didn't click to turn on, I will literally f*** you dead, with a pole.
14.) No back-seat modding. This means to let moderators do their work and don't argue with their decisions. If you have a problem with them please contact an admin or another moderator.
15.) If you don't say it's your opinion and it is wrong, we will chastise you. That's less of a rule and more of a fact of life.
Each of these (barring the sound one which results in pole f******) will net you a warning. 3 warning, 1 day ban. After a 1 day ban, 3 day, then 5 day, one week, two week, three week, month, 2 month, etc. into infinity.
Overall, use your common sense!

1. Yes this forum is rundown.
Nobody really looks at it, that's why.
2.Read what I said on the MC forum about waiting for the API.
3. Arent those rules always there, by default, whenever a forum with actual moderators is started?
4. There's some subforums that are certain ranks only, lower than that, they are invisible.

You've obviously never been in-charge of a forum with a large abondance of noobs joining.
You need the rules. Even though 65% of the people won't read them, they are needed. They give you a solid reason to ban if necessary, speaking of which we need a warning bar.

Make a new forum!
Seeming as you know all about them.
This one is under the label "otherworldmod" so why not make it just Otherworld?
Though you may need Somnixer/high in rank of cmd to accept this idea.
And yes, I haven't been on a forum with noobs joining... =P

Well that's an idea...
But then again I don't feel like running a new forum so uhh... Ya (^_^;)
We've already got a working one here anyway, no need to start completely over if we've already got a functioning forum.
It just sorta needs a make over I guess.
